This joint initiative is designed to foster a predictable investment climate and synchronize regional administrative standards with Russian best practices

The Central Asia Capital private equity fund and the Russian Presidential Academy (RANEPA) have announced the opening of the Central Asian Graduate School of Public Administration (GSPA Central Asia). Launching this April 2026, the initiative is focused on training top-tier executives for the region’s executive branch.

The strategic agreement to establish this educational hub was reached in Moscow during the first International Congress of Public Administration. The trilateral negotiations featured Daniyar Amangeldiev, First Deputy Chairman of the Cabinet of Ministers of Kyrgyzstan; Alexey Komissarov, Rector of RANEPA; and Anton Sobin, Chairman of the Board of Directors at Central Asia Capital.

Aligning Institutions and Lowering Administrative Barriers

The training program for Kyrgyz public sector leaders will be conducted in collaboration with top Moscow-based experts, with a strong emphasis on the digital transformation of government institutions and the implementation of modern administrative standards.

For major private capital, this project serves as a critical element of risk management. Educating regional civil servants according to the standards of the Russian Presidential Academy directly contributes to the development of a transparent and predictable regulatory environment. This alignment synchronizes cross-border business processes, reduces administrative barriers, and provides robust institutional protection for Russian enterprises localizing their assets in Kyrgyzstan.

GSPA Central Asia marks the fund’s second major educational infrastructure asset in the region, following the successful rollout of the MBA program at the Central Asian Graduate School of Business in Bishkek.
