On April 29, 2025, a delegation from Bishkek visited the Talas region on a working visit. The delegation included representatives of the Embassy of the Russian Federation in the Kyrgyz Republic: extraordinary and plenipotentiary ambassador Sergey Ivanovich Vakunov, third secretary Denis Mikhailovich Dombrovsky, military air attache Vladislav Vitalievich Filippov, and assistant military attache lieutenant colonel Artem Konstantinovich Jordanian, as well as shareholders of the investment fund Central Asia Capital — Stepanuk Andrey Yurievich and Sobin Anton Andreyevich.
The delegation also included the acting rector of KRSU Sergey Yurievich Volkov, deputies of the Jogorku Kenesh of the KR Dastanbek Artisbekovich Jumabekov and Marat Moldonovich Murataliev.

The key event of the visit was the opening of new computer classrooms in two schools in the region — the M. Rakhmanberdiyev Secondary School and the Toichubek uulu Janadil School. The equipping of the classrooms with modern technology became possible thanks to financing from the Central Asia Capital fund.
This project, implemented with the assistance of the Embassy of the Russian Federation in Kyrgyzstan, became an example of how the partnership between business and diplomatic structures contributes to the real improvement of educational conditions in the regions.
The schoolchildren greeted the delegation with flags and festive performances. The solemn atmosphere, sincere words of gratitude from the educators and parents — all this emphasized how important external support is for regional schools.
“Dastanbek Artisbekovich mentioned that several schools need modern computers. We discussed how we can help and found like-minded individuals — a Russian company for which social responsibility is not a formality, but real work. Thanks to Anton Andreyevich and Andrey Yurievich, the project became possible,” said the ambassador of Russia in the KR Sergey Ivanovich Vakunov.
“Today is indeed a landmark day. Thanks to Sergey Ivanovich, the company Central Asia Capital, and its shareholders — Anton Andreyevich and Andrey Yurievich — the school acquires a digital appearance. Digitalization is indeed extremely important, and without it, there is really no way,” said the acting rector of KRSU Sergey Yurievich Volkov.
Visit to the administration and plans for expanding partnership
After visiting the schools, the delegation held a meeting with the plenipotentiary representative of the President of the KR in the Talas region, Djumaev Ermat Djumaevich. The participants discussed the expansion of cooperation — from investment initiatives to launching new educational and social projects in the regions of Kyrgyzstan.
“Kyrgyzstan is an important partner for Russia, and our goal is to promote its sustainable development. We are ready to continue supporting initiatives aimed at improving life in the regions and maintaining a high level of education,” noted the shareholder of the Central Asia Capital fund Anton Sobin.
Memorial ceremony: connection of generations
The trip concluded with a ceremony in Victory Park in Talas, dedicated to the heroes of the Great Patriotic War — natives of the region. Delegation representatives met with their relatives and presented memorial books prepared by the Ministry of Defense of the Russian Federation, containing archival data and biographies of Asanbek Otorbaev, Nasykul JaparKulov, Cholponbay Tuleberdiev, Vasily Petrishchev, and other heroes.
The A. Otorbaev Foundation, which actively works to preserve the historical memory of participants in the Great Patriotic War, also participated in the ceremony. Their contribution was recognized as a significant example of a caring attitude towards preserving historical heritage.
For many present, this was not just a gift, but an important personal event — an acknowledgment of the feats of their families and a reminder of the inseparable connection between generations.
“The memory we preserve is what our peoples carry through time. I believe that we will never forget the feats of our heroes. This memory will shape moral orientations for future generations — our children and grandchildren.
And I hope that the unity that lives within us will continue to serve the cause of peace and well-being,” said military air attache Vladislav Vitalievich Filippov.
The working trip was yet another confirmation that humanitarian and educational cooperation between Russia and Kyrgyzstan is developing not only in words but in deeds. Support for the regions, attention to schools, and preservation of historical memory are all important steps towards strengthening friendship between our peoples.
