Public Administration and Technology: Outcomes of the Working Visit to Moscow

Summarizing the results of the business trip to Moscow. As part of the government delegation of Kyrgyzstan, representatives of the Central Asia Capital fund participated in the International Congress on Public Administration and solidified a strategic partnership with RANEPA. At the same time, we held a separate track of meetings on the implementation of GovTech solutions, visiting the Skolkovo Innovation Center. What solutions we bring to the country and how this will affect business education and the public sector is discussed in our article.

Dialogue at the Highest Level

The Central Asia Capital fund continues to build partnerships at the state level. Together with the delegation of Kyrgyzstan, we participated in the International Congress on Public Administration in Moscow.

This is a high-status platform where those who make strategic decisions in Russia and Central Asia meet. The scale of the congress emphasizes the composition of its participants, including:

  • Sergey Kiriyenko, First Deputy Head of the Administration of the President of Russia

  • Dmitry Grigorenko, Deputy Prime Minister of Russia, Head of the Government Staff

  • Sergey Sobyanin, Mayor of Moscow

Our country was represented at the congress by the First Deputy Prime Minister of the KR Danil Amangeldiev, who gave a speech at the plenary session, and the First Deputy Minister of Digital Development of the KR Nursultan Kubanov. Participation in such a high-level congress allows us to synchronize the understanding of public administration systems in both countries and directly influence the development of business education in our region.

The Future Cadres: The Higher School of Public Administration of CA

The key result of the visit was a trilateral meeting between the First Deputy Prime Minister of the KR Danil Amangeldiev, the rector of RANEPA Alexey Komissarov, and the chairman of the board of directors of Central Asia Capital Anton Sobin.

The parties signed an agreement on strategic partnership: in April 2026, the launch of the Higher School of Public Administration of Central Asia will take place in collaboration with the Presidential Academy of RANEPA. We will jointly develop the public administration system in Kyrgyzstan and create new, modern opportunities for management education.
