What solutions Central Asia Capital plans to develop in Kyrgyzstan—and their impact on business education and the public sector

We are summarizing the results of our working visit to Moscow. As part of Kyrgyzstan's government delegation, representatives of the Central Asia Capital fund took part in the International Congress on Public Administration and secured a strategic partnership with RANEPA. In parallel, we held a separate track of meetings on the implementation of GovTech solutions, visiting the Skolkovo Innovation Center. In our article, we share what solutions we are bringing to the country and how this will affect business education and the public sector.

Dialogue at the highest level

Central Asia Capital continued to build partnerships at the state level. Together with the delegation of Kyrgyzstan, we participated in the International Congress on Public Administration in Moscow.

This is a high-profile platform where those who make strategic decisions in Russia and Central Asia meet. The scale of the congress is highlighted by the profile of its participants, including:

  • Sergey Kiriyenko, First Deputy Chief of Staff of the Presidential Administration of Russia

  • Dmitry Grigorenko, Deputy Prime Minister of Russia, Chief of the Government Staff

  • Sergey Sobyanin, Mayor of Moscow

Our country was represented at the congress by Daniyar Amangeldiev, First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, who spoke at the plenary session, and Nursultan Kubanov, First Deputy Minister of Digital Development of the Kyrgyz Republic. Participation in a congress of this level allows us to synchronize our understanding of the public administration systems of both countries and directly influence the development of business education in our region.

Personnel of the future: Graduate School of Public Administration of Central Asia

The key outcome of the visit was a trilateral meeting between Daniyar Amangeldiev, First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Alexey Komissarov, Rector of RANEPA, and Anton Sobin, Chairman of the Board of Directors of Central Asia Capital.

The parties concluded a strategic partnership agreement: the Central Asia Graduate School of Public Administration will be launched in April 2026 jointly with the RANEPA Presidential Academy. We will jointly develop the public administration system in Kyrgyzstan and open up new, modern opportunities for management education.

GovTech: visit to Skolkovo and the city's "Digital Twin"

As part of the trip, we also paid a working visit to the Skolkovo Innovation Center, where we discussed in detail technologies for the public sector.

Together with the Ministry of Digital Development of the Kyrgyz Republic, we are launching an Artificial Intelligence Center. Colleagues from Skolkovo will act as our expert partners — they will provide advisory and methodological assistance in launching the project.

We are also working on transferring solutions for the Situation Center — implementing a city "Digital Twin". This is a system that overlays smart layers onto a map (data on traffic jams, fires, crime rates, smart sensor readings). This is a direct and effective tool for improving the quality of life of citizens. 

In addition, an agreement was reached on the launch of a modern digital laboratory based at KNU.

Recognition of expertise

We continue to build strong bridges between government, business, and education. Our work has already received high praise at the international level: the Central Asia Capital team was awarded an official letter of appreciation from the RANEPA Presidential Academy.
