Central Asia Capital unveils the Bars national superapp
Results of the VIII Kyrgyz-Russian Economic Forum

Anton Sobin, Chairman of the Board of Directors at private equity fund Central Asia Capital, spoke at the panel session Scaling enterprises and technologies within the Eurasian Economic Union during the VIII Kyrgyz-Russian Economic Forum. The forum served as a platform to present key infrastructure projects that the fund executes in partnership with state institutions of the Kyrgyz Republic.
The primary announcement of the presentation was the launch of the Bars national superapp, alongside the development of the Central Asia Hub industrial park.
Architecture of the Bars national superapp
The Bars initiative is a multifunctional digital platform designed to integrate public services, financial instruments, and communication tools within a single secure interface.
The core of the system is a national messenger supporting personal and group chats, as well as audio and video calls. Development is based on the open Matrix protocol, which is designed to provide end-to-end encryption, eliminate reliance on foreign vendors, and—crucially for the public sector—maintain local data storage within the country.
The superapp's functionality will be deployed across several modules:
Public services (GovTech): digital passport integration and access to tax notices and fines with instant payment capabilities. Planned features include doctor appointments, electronic prescription verification, utility bill receipts, and tools for direct appeals to parliament members and petition submissions.
Financial services (FinTech): a built-in virtual card, P2P transfers, POS QR payment mechanisms, as well as cashback and subscription systems.
Urban mobility: integration of a national taxi aggregator, carsharing and micromobility services, access to public transport schedules, and an EV charging station map with in-app payment functionality.
The public rollout of the messenger's core functionality is scheduled for autumn 2026.
Industrial infrastructure: Central Asia Hub
The second key asset mentioned during the session was the Central Asia Hub industrial park. The 70-hectare site in the Moskovsky district is being developed as an infrastructure base for manufacturing and technology companies targeting EAEU markets.
We deploy capital into segments where private equity builds the country's sovereign infrastructure, both digital and industrial. All technological solutions and manufacturing facilities presented today remain in Kyrgyzstan and drive its economic development, Anton Sobin noted, summarizing the presentation at the forum.
