On April 7, the Central Asia Capital private equity fund and the Russian Presidential Academy (RANEPA) officially launched the Graduate School of Public Administration (GSPA Central Asia). The project is fully endorsed by the Cabinet of Ministers of the Kyrgyz Republic.

This educational hub is dedicated to training senior executives for Kyrgyzstan’s executive branch through the Specialized Master in Public Management (SMPM) program. Its opening is a strategic expansion of the Central Asian Graduate School of Business, following the launch of the region’s first traditional MBA program last October.

Andrey Margolin, Vice-Rector of RANEPA, emphasized that the GSPA is far from a typical professional development course where one simply attends lectures to pass a test. The inaugural cohort of fellows will complete their studies by year-end, with each candidate defending a thesis. These diplomas are rooted in developing actionable solutions for the real-world economic challenges facing Kyrgyzstan.

Key Educational Pillars:

  • Digital Transformation and Big Data: Training officials in data-driven decision-making and modern team management.

  • EAEU Standards: Analyzing cross-border economic regulations and the synchronization of intergovernmental efforts.

  • Regional Development: Implementing a dedicated training track specifically for Mayors and Governors.

Alexey Poyda, First Secretary of the Russian Embassy, highlighted the strategic partnership between Russia and Kyrgyzstan in public sector workforce development. He noted that the new curriculum provides civil servants with the exact skill sets currently in highest demand: the ability to lead teams and navigate the challenges of a digital, big-data economy.

Anton Sobin, Founder of GSPA Central Asia and Chairman of Central Asia Capital, is confident that the school is laying the foundation for the future of governance. "The nation requires leaders who are in sync with the pace of digital change and ready to implement innovation," Sobin stated.
